Two different things both get called "PA tint law," and mixing them up is why nobody agrees on the answer.
The vehicle code names no percentage. It says you can't drive with material that stops someone seeing into the vehicle. That's a judgment call, and it's what's enforced at the roadside.
The 70% figure everyone quotes is PennDOT's safety inspection specification — that's what a station measures against, with a small measurement tolerance. Worth knowing: on trucks and multi-purpose vehicles, which covers most SUVs, that spec doesn't apply to the rear glass at all. That's exactly why our "front two windows" option exists for SUVs and trucks — on those vehicles the backs are already unrestricted, so the fronts are the only panels in question.
New Jersey works differently. No aftermarket film on the front side windows at all. Behind the driver, you can go as dark as you like. New Jersey also offers a medical exemption through the MVC.
